ABOUT MONGOLIA | THE LAND OF BLUE SKY

Mongolia, with a land area of about 1.6 million sq. km. and a population of about 3.0 million is the world’s most sparsely populated country. The land ranges from desert to semi-desert to grassy steppe, with mountains in the west and south-west. Arable land is estimated to constitute only 0.8 percent of this vast country. Landlocked between Russia and China, Mongolia has shown steady growth in the recent years.

HISTORY

Modern humans reached Mongolia approximately 40,000 years ago. In 1206 Genghis Khan founded the Mongol Empire which became the largest land empire in world history. Mongolia later came under Chinese rule and won its independence from China in 1921. The Mongolian People's Republic was then established with Soviet influence. Mongolia became a UN member state in 1961. Following the dissolution of the Soviet Union, Mongolia saw its own relatively peaceful democratic revolution in the early 1990’s which led to a multi-party system, a new constitution of 1992, and a transition to a market economy. This transition resulted in an upheaval of structures that had been in place for 70 years and saw Mongolia's trade with Russia decline by 80% and had a strong impact on peoples’ lives.

Throughout history, livestock raising by nomadic herders has been the major economic activity. In the early 20th century industrialization began, spurred by the Soviet Union and largely based on wool processing and extraction of minerals, mainly coal, copper, gold and fluorspar.

A passenger is:

- Mongolian permanent resident, temporarily crossing out of the Mongolian border or returning to Mongolia

- Non-Mongolian resident, temporarily crossing into the Mongolian border or crossing back out of the Mongolian border

Advice for foreign passengers traveling in their own vehicles

When leaving the Mongolian state border

- Declare to customs when carrying cash in the value equivalent to 15 million MNT or more

- Drugs, psychotropic substances and drug paraphernalia are prohibited

- Declare to customs when carrying gold, silver and jewelry without purity marks

- Declare to customs when carrying medicines in the amount for use for a period more than the duration of your travel

- Declare to customs when carrying samples of naturally occurring raw materials and goods of animal and plant origins

- Historical and cultural objects of heritage are allowed to cross only with special permits

- Firearms, guns and ammunition are allowed to cross only with special permits

- Declare to customs when carrying unaccompanied luggage or goods to transfer to a third party

When entering the Mongolian state border

- Duty-free allowance will be made for up to 1 liter of vodka, up to 2 liters of wine, up to 3 liters of beer, up to 200 pieces cigarettes, up 50 pieces of cigars, and up to 250 grams of bulk tobacco.

- Passengers under 18 will not be allowed to cross the border carrying alcoholic beverages and tobacco products

- Declare to customs when carrying cash in the value equivalent to 15 million MNT or more

- Declare to customs when carrying medicines in the amount for use for a period more than the duration of your travel

- Drugs, psychotropic substances and drug paraphernalia are prohibited

- Firearms, guns and ammunition are allowed to cross only with special permits

- Declare to customs when carrying taxable goods, unaccompanied luggage or goods to transfer to a third party

Customs clearance for passengers:

Customs declarations shall be the basis for customs clearance for passenger carriage, luggage, and goods sent through cargo.

Passenger must complete the customs declaration form and submit it to a customs officer after signing. For cargo goods the passenger must complete 2 copies of the form, submitting the first to the border customs and the second to the customs where the goods will be released.

Passengers under the age of 16 must declare their goods in their parents’ or guardians’ customs declaration.

Goods to be handed to a third party shall be accounted as the passenger’s goods and shall be included in the customs declaration.

The submission of the customs declaration form to the customs officer shall mean the passenger has declared to customs.

Customs officer will check the goods against the declaration and other related documents and the taxable goods shall be handled according to the customs law.

Goods declared by a transit passenger shall be under customs control the moment it enters Mongolia until it leaves.

Passengers crossing the state border shall declare to the customs:

- In writing,

- Verbally, or

- By his/her action, by choosing from either the red or the green channel at an international airport. When a passenger chooses the green channel, it shall mean the passenger is declaring by his action that he has no prohibited, restricted, and taxable goods. When a passenger chooses the red channel, it shall mean he is declaring that he has taxable goods by his action. Travelers crossing the red channel must fill out passenger Customs declaration form. Everything written in the declaration must be true and correct, and the declaration must be dated and signed.
